Public Domain Photos offers free public domain stock photos of medium quality. Free downloads without copyright for both commercial and personal use.

Free Range Stock.com offers free photos when you sign up for a user account. A good resource to find structures, landscapes and metropolitan city images.

The Free Online Encyclopedia has some public domain photos from the public sector as well as the private sector that have been released for public use.

Public Domain Pictures.com has numerous free and paid stock photos.

Big Stock Photos is a good site for legal photos -- books, gavels, scales of justice, etc. The caveat is that a purchaser should be aware that Big Stock Photo does not guarantee that the photo images on their website meet all copyright requirements for their intended usage under their Terms of Service and that the buyer must independently verify usage and copyright requirements and assume all responsibility for ensuring that these requirements are met.

IStockPhoto.com is an excellent resource for Royalty Free Paid photos of high quality offered at reasonable prices. There are many legal, business and metropolitan city photos.
